SUMMARY

 

CYBERWAR XXI - Joint Theater Commander (CW XXI-JTC) is a multiplayer strategy simulation tool depicting operational through strategic level Joint Operations. CW XXI-JTC features a wide range of military, political, economic, InfoWar and other factors. The software tool runs on PC’s and enables an educational experience for five human players or teams to game the Iraq War - including the pre-war situation, the hot war, and the subsequent insurgency.

 

CW XXI-JTC is not designed to be a training or rehearsal tool. The primary objectives of CW XXI-JTC are to promote understanding of the cooperation required between joint component commanders in accomplishing a mission and to help educate joint force staffs to better master the challenges of coordination amongst the various service branches.

 

Secondary objectives include providing a simulation which models the challenges of operating in a theater of operations in which military, political and economic factors all have an impact, and in which one must account for the relationships between political, social, and military affairs.

 

  • Provides an Iraq scenario which will present students with the kind of challenges they will face in a Joint Warfare operational environment.
  • Requires students to operate as part of a Joint Task Force, making the kinds of decisions which require a trade-off between service needs and overall joint mission objectives.
  • Illustrates the full range of military, political, social, etc., conditions in which they will have to operate.

 

CW XXI-JTC emphasizes the asymmetric nature of the conflict and features PMESII and DIME “soft factors.” Conventional and unconventional military operations must be utilized in order to accomplish a joint mission. Timescales are elastic depending on the Operational Plans (Courses of Action) chosen by the participant Commanders.

 

Participant roles include:

  • Joint Force Commander
  • Land Component Commander
  • Air Component Commander
  • Maritime Component Commander
  • Special Operations Component Commander

 

Each Commander has a staff (Chief of Staff plus J1-J8 officers) that can be accessed for information and assistance in making decisions. These staffs, as well as all the OPFOR and Allied forces and political entities are controlled by sophisticated AI. The situation is dynamic. Decisions have to be made and Courses of Action selected, often on the basis of uncertain and inadequate information.
